Mr. Hopp brings 28 years of full-time civil and structural design engineering experience to Talbott Associates, including 18 years of forensic investigation and remediation design experience. He holds a Master’s Degree of Engineering in Structures, Mechanics, and Materials from the University of Iowa, where his research was in the analysis of the in-situ performance of guardrail end terminals, including contributing authorship of white papers published with the National Cooperative Highway Research Program (NCHRP)/ Transportation Research Board (TRB). Following graduation, he spent 10 years as a structural consultant in Colorado and California, working primarily with architecture firms on the design, permitting, and construction administration of low to mid-rise commercial, industrial, institutional, multi-family, and small to large custom homes.
Following his work as a structural design consultant, Mr. Hopp transitioned into forensic engineering, where he investigates building envelope moisture intrusion and moisture migration; premises liability matters such as slip/trip/falls and code compliance; structural assessment and remediation design of damage due to wind, hail, earthquake, fire, impact (natural and human-caused) events, vibration exposure, and soil/ground movement; and construction defect/liability, product defect, and erection/placement of construction materials and systems to relevant code and product standards. Jeffrey has served as a consulting expert in legal disputes for plaintiffs, third-party plaintiffs, and defense counsel, and provided testimony in depositions and arbitration/courtroom trials. Mr. Hopp is currently a licensed Professional Engineer (Civil) in California, Oregon, Washington, Idaho, and Utah.
When Mr. Hopp is not participating in choral performance with the Portland Symphonic Choir and at his church, you may find him: taking in a live theater or music performance, hiking/biking/skiing/snowshoeing on the trail, tinkering with all manner of mechanical devices, digging/pruning/harvesting in his yard, reading for fun and education, solving a word/logic/piece puzzle, baking bread, visiting an art museum, parenting his teenage children, or trying something new with his family.
